📔 Objective

This pull request removes the throttle decorator used in Audit Service by utilizing rxjs and sets a max concurrent limit.

• Removed throttle decorator
• Use rxjs mergeMap with concurrent limit for async requests
• Adds a test case for the concurrent limit
