dev_extension.bzl was a temporary hack that is no longer necessary. Along the way, also remove a TODO that is defunct. PiperOrigin-RevId: 690879423

chore: remove defunct file and todo
dev_extension.bzl was a temporary hack that is no longer necessary.
Along the way, also remove a TODO that is defunct.
