Windows 11 test failure: apop_arms_settings_init: init failed, error 1004. Returning NULL

I was compiling on a recent version of msys2 on Windows 11 and had 1 test failure:

apop_arms_settings_init: init failed, error 1004. Returning NULL

To get this to compile on Windows I had to:

1. recompile gsl-2.7.1 in the msys environment
2. run the configure, make, make check commands ( to run the tests).
