v2.0b1 ElastiCache cluster client for PHP 7.0

Based on a late-2016 version of the 'php7' branch of the upstream project, php-memcached, that is not yet officially released at the time of this release, yet appears to be relatively stable and sometimes referred to as 3.0.0b1.
