Generate random using kmstool-enclave-cli

Context: Currently it's not possible to use KMS generate random inside an enclave with kmstool-enclave-cli, meaning that the only way to request external entropy is by requesting it to the NSM.

A/C: Implement generate-random in the kmstool-enclave-cli.
