Doesn't this a repository use semantic versioning to tag releases?

I observed that this repository uses the same version tag to update releases.
It means that users have to use a different setup-sam action depending on the time when they use. I think this is not good because this action is not idempotent (when I specify the action by version, not commit hash).

So, is there any plan to support semantic versioning for the release tags?
