I had a bunch of build issues lately. I don't know the root cause. I found that if I pass in USE_BLAS=openblas on the make command, I can get around the build failures... whereas before, you could just do make without that.
I see that the jenkins pipeline for this doesn't set USE_BLAS:

I guess what I'm saying is that maybe someone broke the build and it's only manifesting here because of how the website pipeline is built in production.

You could test this by modifying that line, add the USE_BLAS setting and rerun that build.py call to see if it works. But I wouldn't just submit that as a fix since I really do think that something else is broken here.
