Refer to HADOOP-19521
Fix time unit mismatch in method updateDeferredMetrics. The time unit of passed param is nanos. But rpcmetrics's is mills.

This pr refactor the method updateDeferredMetrics and remove the third parameter processingTime which can be obtained from the ProcessingDetails object within a RpcCall.
