Post upgrade UI locale cached in web browser

On logging in the translation/locale file is cached in browser, let's explore if there's a way around this? For example, if possible let's figure out a way where this can be called with a timestamp (like ?ts=123...) so this is fetched from the mgmt server every time & avoid missing keys in the UI.

sounds like this should be a version check somehow @rohityadavcloud , do you agree?

Or simply to call the locale URL with some ?ts=now or ?version could also fix that.
