[object_store] consider migrating `humantime` to `jiff`

Many crates migrate to jiff which offers similar functionality using the friendly module.

Describe alternatives you've considered

There might be other crates out there, but jiff seems to emerge as the solution in this space.

I think now that humantime has a maintainer again, there is no reason to change the crate. See apache/arrow-rs#7261 (comment)
