Bump platform tools version to v1.51

Problem

In the past couple of months, many PRs have been merged to LLVM, which improved the code generation for SBF, resulting in lower CU consumption for most programs.

These improvements are in the v1.51 release, not yet available in the solana CLI tools.

Bump the platform tools version and tune CU consumption in tests.
