Add badges, links and labels

• Add Badges and target links for the badges in README file.
• Add labeler.yml file for automatically label new pull requests based on the paths of files being changed.
• Modify Makefile pdf builder

Note:

• Badges are in svg format which is not supported by latexpdf, so conf.py file modified for svg support
• Modify Makefile called pdf to avoid the error message by svg files and make sure the pdf is build
