`test_apdl_logging_start` seems to fail on ubuntu local

Before submitting the issue

• I have searched among the existing issues
• I am using a Python virtual environment
• I have a fully updated virtual environment (i.e. pip install --upgrade --upgrade-strategy eager ansys-mapdl-core)

Description of the bug

While working on #1615, the test test_apdl_logging_start seems to keep failing.

I have disabled it for the moment an open this PR to track the issue in the near future.

test_apdl_logging_start is being skipped in local for the moment. Needed further research.
