Use dependabot

Implement dependabot and:

• move requirements into a requirements directory
• follow similar implementation as https://github.com/pyansys/pymapdl/blob/main/.github/dependabot.yml

This will help solve issues related to upstream dependencies breaking doc generation and unit testing.
