Allow items to be excluded from community.general.portage package list

Summary

When using community.package.portage with "package: @world" it is sometime useful to exclude specific packages from the build.

This can be done from the command line, for example 'emerge --exclude=sys-devel/gcc @world".

Please add a list entry for "exclude:" to not install or rebuild a list of packages.
