Wire up write support for 1.1 text

The Ion 1.1 text writer is identical to the Ion 1.0 text writer except that it:

• starts every stream with an $ion_1_1 version marker
• is capable of writing e-expressions

As such, most of the implementation can be delegated to the 1.0 implementation.
