projects without billing have some restrictions on them. Can we detect those restrictions before running a sync?

Notes from grooming:

• investigate what the limitations are
• figure out if syncs can still work with the limitations
• adjust the implementation to work within the limitations (if that's possible)

In order to test this, we'll need to have a GCP project with disabled billing - might need to talk to infra team to get this set up.
