[Core][Search panel]: The title toolbar on Find in Project panel can overlap the status bar when drap it down.

Steps:

1. Launch Brackets and open a file.
2. Press Ctrl+Shift + F to search a string in the project, then press Enter.
3. The search panel will appear at the bottom, drag the panel down.

Results:
The title toolbar will overlap the status bar and status bar can not be visible.

Expected:
The status bar should always be visible, and in this case , status bar should be on the forward and title toolbar on the backward.

Not a recent regression -- repros at least as far back as Sprint 25. Marking low.

I think this is an easy fix though -- just need to give the panel a min height like we do for the JSLint panel (see createBottomPanel() call).
