Skip User Presence Check on Conditional Registration

Is there a way to disable the check for User Presence when Conditional Registration is used? From what I understand, the conditional registration does not set the UV or UP flags, but the library always checks for the UP flag in FinishRegistrationSteps.

Hi! Indeed, Step 15 of §7.1. Registering a New Credential reads:

15. If options.mediation is not set to conditional, verify that the UP bit of the flags in authData is set.

So we will need to introduce an option to the library to disable the UP check in such cases.

@emlun I can confirm that this works. Great timing since Chrome just added this feature, so I was able to perform conditional registration in safari and chrome.
