Page jumps to random point down the content when editor tries to insert new Block or Paragraph

Description

This behavior is inconsistent and we've had success mitigating it by changing the device view but it's very frustrating. One of our editors has reported that the work around stopped working for them today.

Step-by-step reproduction instructions

1. Open existing post
2. Insert new Block
3. Cursor will jump to random point down the page

Thank you for the bug report and for providing the screen recording.

I've tried to reproduce this issue on a clean WordPress installation (version 6.8.1) with the latest version of Gutenberg and no other plugins active. I tested with the default Twenty Twenty-Five theme, but I was unable to make the editor jump as shown in your video.

In your screen recording, I noticed that several other plugins are active. It's quite common for other plugins to accidentally interfere with the editor's behavior, which could be the cause of this issue.

Could you please try to perform a conflict test? Deactivate all other plugins except for the Gutenberg plugin (if you are using it separately) and switch to a default theme, like Twenty Twenty-Five.

So I tried going through an disabling plugins we can without breaking the theme and had no luck resolving the issue. (our theme relies on ACF) I can confirm this didn't start happening until we upgraded Wordpress to at least 6.5. It seems to be specific to posts using some of the blocks we created with ACF. (which we also updated)

We also just tried changing the mode for the registration of the blocks to 'auto' to see if that would reduce the jumping around. The editors are still having the issue sporadically when expanding some of the blocks and the page moves all the way down to where Yoast is:

This problem seems similar to #68905.

@sherriegonzalez Do you have any ACF blocks with WYSIWYG in your content? If you don't have such ACF blocks, will the problem occur?

Hi! We do actually. I did reach out to ACF on the issue and they recommended using their add-on InnerBlocks to replace the blocks with a WYSIWYG. I'm going to try that out and see if it resolves the issue. Thank you!
