Request: Have Packets lib unpack 0x076 masked buffs packet

Requesting functionality to have the packets lib unpack buffs from the 0x076 packet.

We were talking the other day, and the packet data for buffs overflows so you have to unpack the Bit Mask to get accurate buff data.  Currently everything out right now manually unpacks the bit mask to correctly get the buff table out of the packet. instead of parsing the packet to get the information.
