Unable to compare files with zero mtime using "Modified Date and Size"

When comparing folders containing files with zero mtime (January 1, 1970 0:00:00 UTC) when the "Compare method" is set to "Modified Date and Size" in the "Options (Compare > Folder)", the comparison result of the file will be "cannot compare files". Compare works correctly if the "Compare method" is "Full Contents".

a64b934 introduced this code since 2.14.0+-jp-146.

I confirmed that 2.14.0-jp-129 works, but 2.14.0-jp-149 does not. (Unfortunately I have no other intermediate versions.)
