Improve Monument

Closes #159

This pull request addresses the following:

• Improve fan obstacles.
  • Add missing effects.
  • Fix smashed fans pushing the player.
  • Fix the quick build button being pressable when not built.
  • Fix respawned fans not being affected by buttons.
• Fix monument lasers not damaging the player.
• Fix pre-placed imagination not being able to be picked up.
• Fix scaring birds causing the server tick to halt for a period of time.
• Fix Rusty Steele's "Wrecking Crew" (mission id 1873) mission of the day not removing mission items from the inventory.
• Fix quick build fan bouncers not having effects.

This pull request does not address the following:

• Implement platforms (Platforms Aren't Implemented Correctly #170)
• Fix missing quick build (Quick Builds with Preconditions Aren't Loaded Correctly #166)
• Fix Rusty Steele's daily missions being empty after the first day of completing them (Missions Of The Day Don't Reset The Next Day #169)
