change updates the version for the following component charts:

- Gateway / Dashboard: 5.3.10
- Operator 1.2
- Pump 1.12.0
- Tib 1.7.0
- MDCB 2.8.0
- Portal 1.13.0

The test is failing due to the tyk-pump version.
