Rebase toxcore to libp2p

We should move the whole networking stack to libp2p. This would solve ALL the issues we currently have (ie. Offline support, browser support, protocol muxing, etc). It's battle tested as it is powering IPFS and it would really benefits to Tox.

I hope you won't just reject the idea and actually look into it as it would solve A LOT of problems tox has.

What's the idle bandwidth usage like? I know IPFS itself is relatively bad for that, but does libp2p itself use nontrivial amounts of bandwidth?
