Motivation and Context
This PR adds a web interface for managing the runners.
It includes live updates of the runners' status as well as removing them from the db.
Caution
Please merge #1574 first
Additional features can be included as well as further information on the currently running jobs (as well as options for restarting or stopping them).
Live updates for these can also be added with the websocket api.
Currently updating the values is limited to already connected runners. New runners will be shown after reloading the page.
