seems most of nrs 2.0 headers not accepted, just reporting it (i know its not the end of the world)

Mappers in NESHawk aren't defined with a submapper extension unless it is necessary (in this case for example mapper066 is defined but mapper066-00 is not.)

This seems to make sense as this should be backwards compatible with original ines mapper behaviour.

I think the thing to do here is just truncate the submapper extension if it is 0.
