[Epic] KF 1.7 Update manifests

Overview

Part of epic 1.7

Previous version

The manifest of 1.7 is directly part of the code in the kubeflow repo.
We will need to update the manifest accordingly. A few notes were taken in the different issues dealing with the upgrade, but this work will be hard to track.
This manifests folder exactly matches the upstream Kubeflow Manifests repository in its naming and folder hierarchy.

There are also manifest folders directly in the kubeflow repo under each of the applicaitons

Note: We are pushing all of the work into the aaw-dev-cc-00 branch for aaw-kubeflow-manifests.

Post Deploy Tasks

• Pipelines: Check the Cluster Roles are sufficient for Argo Workflow (Archive, Delete, Run, Experiments)
• Profiles: Check the new Access Management KFAM works
