I need to stop Syncing process which happens every 30 seconds.

I stopped sync process on controller using azure-resync-period and kube-resync-period as zero, as we don't need continuous syncing. But when I applied the sync file to fetch around 54 secrets from Keyvault, it synced only 34 secrets and then it stopped syncing . Ideally it should sync all the secrets initially and then it should stop. There was no error in the logs. Event logs were clear stated that synced the secrets. But in secrets values were only 34 instead of 54.

What can be the issue here, do we need to change anything?
