I had to create test and fix your PR:

filename = os.path.join(os.path.abspath(__file__),
                                    'locale', '{}.mo'.format(locale_code))
>>> ~/cron-descriptor/cron_descriptor/GetText.py/locale/de_DE.mo

to

filename = os.path.join(os.path.dirname(os.path.abspath(__file__)),
                                    'locale', '{}.mo'.format(locale_code))
