This corrects a mistake in the previous update where we imposed strict equality for ROCm releases: #12
This breaks for minor ROCm releases.

This PR fixes https://ontrack-internal.amd.com/browse/SWDEV-360177?focusedCommentId=10126082&page=com.atlassian.jira.plugin.system.issuetabpanels:comment-tabpanel#comment-10126082

The original intent was to ensure we don't use stale MIOpen branches for newer ROCm major releases.
