Update Germany specific costs (NEP, onwind, pellets)

Hopefully for the last time. Firstly, all NEP costs have been updated / double-checked. Most importantly, the offwind cable costs are now more accurate (and lower) and the offwind station costs are more expensive. Interestingly, underground cables in NEP23 are cheaper than in NEP 21 (when correcting for inflation)

The new costs are:
