update code needs to do more checking on canonical_ids

Per #16 the update code is passing through ids it thinks are canonical to code which then performs updates on records assuming that these ids are correct. We need to add some more validation rules on canonical ids we create from the mods and mads records, before we use them in a way that causes database updates.
