[WIP] Debug Types verb

What Does This PR Do

Adds a debug verb to list all instances of a given type. Provides buttons to vv edit and jump to.

WIP interface

This is the first time I've ever touched TGUI, I have no idea what I'm doing.

Why It's Good For The Game

I hate debugging on prod so much I am losing my mind get me out of here GET ME OUT

Works kind of.
