PublishContext support cancellation but this is not visible to User

Describe the bug

When you add a handler that cancels Publish/Unpublish of a content item the user gets a success confirmation

To Reproduce

1. Add a handler to cancel publish/unpublish context.
2. Execute Publish/Unpuiblish Action
3. User gets a success confirmation although the action was canceled

Expected behavior

User should get an error that the action was not completed
