[BUG?] - Fallout 4 Plugins View Takes a VERY long time to load

Describe the bug
Fallout 4 plugin screen takes about 45 seconds to load. This is on a new mod setup with no mods installed.

To Reproduce
Steps to reproduce the behavior:

1. Mange FO4 in Vortex.
2. Go to Plugins tab.
3. Wait a very long time for it to load.

Expected behavior
Plugins tab should load almost instantly, like it did before recent Vortex and gamebryo-plugin-management extension updates.
