BIG FAT WARNING
This is VERY WIP. CraterStation is, at the minimum, several weeks of work away from release. If you want to see that happen quicker and are good at mapping, DM me on the discord or ping me in the feedback thread. no_originality has promised medium antag tokens for anyone who helps. I am opening this PR both so that I don't have to do it later and so that I may recieve feedback from maintainers as the station progresses without having to correct it on launch day when it is officially merged. Also to encourage me to work on this.

About The Pull Request
This PR does not disable Icebox at this time.
Adds Crater Station, a new icemoon map with 3 z-levels. Departments are split up into different buildings, as well as multiple smaller buildings across the surface. There's also an underground tunnel network which serves to run utility lines and can be used by crew, although its integrity is intentionally questionable.
This also makes the Icemoon's atmosphere more habitable, but carrying a gas mask is still encouraged as the air may be contaminated.
This also adds a new icemoon ghost role, the Icemoon Syndicate Outpost - a rattly old science lab kicked back into use by the Syndicate in order to continue its studies and keep a careful eye on the new Nanotrasen facility nearby.
also adds new station-exclusive centcom ferry and escape shuttle!!!
Why It's Good For The Game
Icebox does not fit the planetary setting; why the FUCK would you deorbit a box-class station for your icemoon research base? Crater, meanwhile, is actually built for the icemoon and actually FEELS like you are on a moon

add: An immense atmospheric reprocessing array established by J&C at Nanotrasen's request has also been deployed on the Icemoon, and its atmosphere can now be safely breathed in (although it is still cold)
