Tutel - Tactical shield with integral shotgun loader

About The Pull Request

Adds the Tutel, a shield you can buy from cargo. It has a shotgun ammobox in it, and is designed to pair with the Bobr revolver.

Tutel:

• 50 block chance (same as riot shield)
• 65 durability (-10 from riot shield)
• Repairable with titanium
• When broken, leaves behind shield fragments that can additionally be repaired with titanium and a long-ish do_after
• Silly empty explosion effect upon breaking to make it very obvious your shield just broke
• Four-round 12 gauge ammobox, loads as fast as you can click
• Robust shield bash damage (15)

Cargo:

• Adds the Tutel for sale in imports
• Adds a crate to the armory tab with 2 Bobr revolvers, 2 Tutel shields, and 2 boxes of shotgun slugs

Sprites are to be improved at a later date.

Why It's Good For The Game

I feel shields are underused, this is cool, it was requested by Pooba, it adds more variety in combat without being incredibly powerful.
