byond-tracy refactoring and debug verbs

About The Pull Request

This refactors a lot of byond-tracy stuff and adds some more features to it:

• far more info regarding byond-tracy is logged
• admins can see the current status of byond-tracy in the MC tab
• admins with +DEBUG can either start byond-tracy midround, or toggle whether it should be automatically initialized next round
  • this is logged to the admin logs
• properly shutdown byond-tracy whenever the world reboots / shuts down, preventing crashes and reducing chances of data loss
