Decide what to do with deprecated time zones #425

Some time zones are deprecated: https://github.com/eggert/tz/blob/7748036bace8562b9c047f368c8eba5f35e8c4b4/backward
- On Windows, we pretend they don't exist: Rework the Windows timezone implementation #390 (comment)
- On JVM, JS, Linux, and Darwin, we treat them just as we would any time zone: we add them to the list of the available time zones, and we allow creating them.
We need to uniformly decide what we want to do with these time zones.
