Add room and convert to room and various other things

This PR will have the notes for the API too

• Adding a convert to room mailbox single and bulk function
• Various logging changes
• Add a add room mailbox function and add buttons for it in the GUI
• Rename the rooms route to /resources/management to prepare for adding equipment mailboxes in the future
• Fix some inconsistencies in _nav.jsx with the to: property in the main component of a few nav items
• Make login disable for room and shared mailbox only trigger if the mailbox was actually made

I have tested to the best of my ability and everything seems to work after changing the routes around
