[Bug]: Standard applies for domains, event if they are excluded #4490

Issue Description

Hello,

I have a standard named 1A-Essentials that include all tenants, but exclude 27 tenants, see screenshot_no1. This standard run on a schedule.

This standard apply many standards, but 2 of them are incompatible due to licenses missing

with the 27 tenants that only have M365 apps (no Exchange): ALLOW USERS TO SET PROFILE PHOTOS and ENABLE THE UNIFIED AUDIT LOG.

Even with these tenant exclusion, if I look for these 27 tenants in TENANT ALIGNEMENT, they all have NON-COMPLIANT (LICENSES NOT AVAILABLE) failing with standards of this 1A-Essentials that shouldn't be applied to this tenant, see screenshot_no2. Strangely the time stamp of the error is yesterday the 2025-07-30 20h19. Looks like the TENANT ALIGNMENT is not refreshed correctly.

Why, what am I missing ?
