[Feature Request]: TERRL Report

Problem Statement

Microsoft has recently implemented TERRL. This is something that needs to be monitored consistenly especially if a tennant is close to their limits.

Benefits for MSPs

Right now the only way to get the volume report is to go into each tennant and run the TERRL report for each tennant. This data is updated every hour and the total rolling 24hr volume is what needs to be monitored.

Value or Importance

When a tennant reaches the TERRL limit they are blacklisted from sending emails until their 24hr rolling volume drops down below.

That would be great. Maybe have an alert that fires at a configurable utilization percent. I believe the current report from MS has an 80% utilization line so that would probably be a good default level.
