UTF8MODE_FILE

Currently only UTF8MODE is turned on during initialization, UTF8MODE_FILE should be also turned on.

What would be the purpose? We don't open any text files through IUP that I know of.

For instance the file dialog gives a file path.
Not sure about the rest, but still why not to turn it on.
