Need refdesign-specific `GetBlueprintStatus()` functions

The current Client.GetBlueprintStatus() returns a status struct which is specific to the DC reference design.

GetBlueprintStatus needs to be a method on TwoStageL3ClosClient and FreeformClient with refdesign-specific response structs.
