Netherportal fix not working, works in singleplayer

I have confirmed that ...

• Arclight is up to date
• all dependencies are installed
• all plugins and mods are up to date
• unable to reproduce in Spigot
• unable to reproduce in Forge

Arclight version

arclight-1.19.2-1.0.5-696a298 (MC: 1.19.2) (Implementing API version 1.19.2-R0.1-SNAPSHOT)

OS & Java versions

OS: Debian 12, Java: openjdk version "17.0.11" 2024-04-16

Plugins and Mods

Plugins: LuckPerms, TAB, Essentials
Mods: There are a ton (77), but netherportalfix works in singleplayer (forge) with all the same mods, so it's 100% not the mods at fault.

Just as a test, I ran arclight on a new world, with no other mods installed, and with nothing but netherportalfix and balm installed, the portal linkages are still broken.

Description

Nether portal fix: https://www.curseforge.com/minecraft/mc-mods/netherportalfix
doesn't work. I go in portal A, pop out at B in the nether, go back through and end up at portal C. The linkages are breaking.

Install netherportalfix on an arclight server
