compute: added `certificate_wo` write-only field and `certificate_wo_version` field in `google_region_compute_ssl_certificate`

compute: added `private_key_wo` write-only field and `private_key_wo_version` field in `google_region_compute_ssl_certificate`

compute_ssl_certificate should be merged first since it includes a commit that supports writeonly fields in root by disallowing generation of flattener. More information here
