The templates are not referencing the right provider files and are missing the tfvars et al.

cloud-foundation-fabric/fast/stages/0-bootstrap/templates/workflow-gitlab.yaml

Line 31 in e58c1b8

TF_PROVIDERS_FILE: 0-bootstrap-providers.tf

Will post a PR for this.
