country selection logic is confusing

when selecting country names from the drop-down menu, the mouse hover select and keyboard arrow select highlighting is confusing:

We should prioritize one action only. That is, if user is using mouse, then we only show the mouse selection; if user use keyboard arrow keys at this moment, then we use arrow key selection
