Explanation of Change

Pagination is apparently not implemented in plugin-paginate-rest for compareCommitsWithBasehead(), so the fix we had made in #62061 doesn't work.

This checks the total_commits value from the response, and loops with an increasing page number while we don't have all the expected commits. As an extra safety precaution against infinite loops, we'll attempt to get at most 25 pages of commits (6250 commits).
